Since acquiring the intellectual property and assets of Ardais Corporation in early 2006, the executive team at GulfStream Bioinformatics has focused on improving upon and expanding the capabilities of its products while establishing itself as the leader in web-based information management software solutions.
Dr. Anthony Hess
President and CEO

Dr. Hess has been involved in the leadership, management, operations and sales functions of government and commercial contract and product based businesses in the scientific, biomedical research, healthcare and social sciences sectors for the past 20 years.
Prior to joining GulfStream Bioinformatics as its President and Chief Executive Officer, Dr. Hess was the President and Chief Operating Officer for Capital Technology Information Systems. CTIS is a 22 year old medium size company whose core business involves the design, development, deployment and long term operational support of information systems used in the conduct of human clinical trials. Before joining CTIS, Dr. Hess was the Federal Healthcare & Social Services Industry Manager for IBM's Global and Business Services. In this capacity he was responsible for the strategic direction, operation, revenue, profit and loss of IBM's business with agencies such as the Department of Health and Human Services, the Department of Veterans Affairs, and the Social Security Administration. Prior to taking responsibility for IBM's Federal Healthcare & Social Services business, Dr. Hess was the Global Government Healthcare Executive in IBM's commercial Healthcare and Life Sciences Sector where he won awards for organizational leadership and performance.
Prior to joining IBM, Dr. Hess spent 11 years with Battelle Memorial Institute's government sector. During his tenure with BMI, Dr. Hess held several positions including Director of Science and Technology and Director of Computer and Information Sciences at Pacific Northwest National Laboratory. While at PNNL, Dr. Hess was heavily involved in providing leadership to the national science agenda and participated in many national and international forums. Dr. Hess has published over 50 peer reviewed scientific publications, has been graduate research faculty member, mentored 12 post-doctoral fellows, and delivered over 150 invited lectures. Dr. Hess was trained in the fields of Chemistry and Physics.
Dr. Hess is a long-time participant in U.S. Public Sector Science, Technology and Health research and policy. He is passionate supporter of biomedical research in the U.S. and has used his experience to lead commercial enterprises, public-private partnerships, and technology commercialization ventures.
Greg Moore
Vice President, Federal Healthcare Business Development

Mr. Moore is responsible for expanding the company's role and presence in the Federal Healthcare agencies to include the National Institute of Health (NIH), Food and Drug Administration (FDA), Center for Disease Control and Prevention (CDC), Health and Human Services (HHS) Operating Divisions, Veterans Affairs (VA) as well as the Military Health System (MHS).
Prior to joining Gulfstream Bioinformatics, Mr. Moore was the Vice President for Business Development with Capital Technology Information Services (CTIS). In that role Mr. Moore held ultimate responsibility for the accuracy and integrity of the company's sales pipeline, sales plan, in quarter sales maps and targets, implementing sales management and capture management methodologies and overall signings target for CTIS. He chaired the weekly company pipeline management meetings and held weekly sales cadence calls. He was also responsible for providing executive level leadership and oversight to the capture management function. Serving, when necessary, as the capture manager working with the proposal team to craft win themes, manage the proposal to closure and develop winning pricing strategies. He was responsible for expanding, establishing and managing relationships with the ecosystem of companies who actively conduct business in the Federal Healthcare market segment. He spent significant time building customer relationships and closing deals in face-to-face meetings.
Prior to joining CTIS Mr. Moore was a Business Development and Sales Executive in the IBM Federal Healthcare & Social Services sector. He was responsible for the identification, development, and marketing of highly complex information technology solutions to senior federal client executives to include the, National Institutes of Health (NIH), Health and Human Services (HHS), Center for Disease Control and Prevention (CDC), Food and Drug Administration (FDA) Veterans Administration (VA),Military Health System, as well as other non-health related government agencies such as the Department of Education, the Department of Labor, and HUD.
Prior to taking the role of Business Development/Sales Executive, Mr. Moore held the position of Client Solutions Executive in the IBM Public Sector, Federal Government Practice. Mr. Moore lead large ($200M+) opportunity capture teams responding to Request for Proposals (RFPs) integrating products and services required to meet the customers business needs. Mr. Moore has been responsible for winning several billion dollars of contract work.
He has 20+ years experience as Sales, Business Development and Delivery Program manager with emphasis on Federal Healthcare Segment. He is retired military with extensive Health Care management and Health Care Administration experience.
Howard Greenman
Vice President, Business Development and Client Services

Howard Greenman is responsible for GulfStream Bio's Business
Development and Client Services activities. Prior to joining
GulfStream Bio, he led the strategic marketing function for Philips
Medical System's Remote Patient Management Division, part of
Philip's New Ventures organization. In this role, Mr. Greenman was
responsible for commercialization and partnership strategy for a
disease management platform technology. Prior to Philips, Mr. Greenman
was Director of Business Development for Ardais Corporation, a
biorepository management company offering software technology as well
as a library of human biospecimens and molecular services for drug
discovery. Mr. Greenman was the founder of medXtend Corporation, a
venture backed healthcare services company providing medical devices
and services for use by Radiologists and Primary Care
Physicians. Additionally, Mr. Greenman worked in a variety of
healthcare consulting roles within Accenture's Healthcare Practice,
KPMG Peat Marwick's Healthcare Strategy Group, Oracle, and the
Boston Consulting Group. Mr. Greenman is a founder and currently sits
on the Board of Directors of Store-A-Tooth, an adult stem cell
cryopreservation company.
Mr. Greenman holds an MBA from the Wharton School of Business in
Healthcare Management.
Mr. William Tulskie
Chief Technology Officer

Mr. Tulskie has over 24 years of experience architecting, designing, building and operating IT systems for clients in the financial, industrial, utility, distribution and healthcare/life sciences industries.
Mr. Tulskie's career includes 23 years at IBM. At IBM, he worked in technical marketing and customer support providing systems engineering services to IBM largest customers. Mr. Tulskie worked for over 10 years in IBM Research leading development of technologies and methodologies for IBM's Services Division. While at IBM Research, Mr. Tulskie developed commercial technologies for business process modeling and simulation and developed patents and associated technology for market preference analytics, 3D visualization, business strategy formulation, advanced data archival, and optimized solution component engineering.
As lead architect for IBM's Global Healthcare and Life Sciences (HCLS) division, Mr. Tulskie led IBM's HCLS solutions development effort for 5 years. His work in that role included building the development team and regulatory compliance teams, creating and operating architectural governance processes, and designing, building and deploying solutions focused on improving clinical research in commercial pharmaceuticals development and in public sector healthcare.
Working with Dr. Hess in the Federal Healthcare Sector, Mr. Tulskie designed, built and implemented solutions supporting clinical research and analytics for the FDA, NCI and NIAIMS.
Mr. Tulskie also led IBM Asset Architecture Board (AAB) as part of the AAB steering committee. IBM's AAB comprises 350 senior technical staff and executives from across all parts of IBM. This cross company initiative is developing reusable solution components, architectures, tooling and other assets for use in client service engagements. Many of the technologies also are converted into IBM products. Mr. Tulskie led the teams developing asset engineering tools and asset repositories.
